A concrete pad, approximately 8' X 10' X l' will be poured to provide a foundation to rest and fasten the tower <br />upon. A truck parking area will be constructed adjacent to the sampling tower. The parking area will be <br />• approximately 18' X 40'. Road base material will be brought in along the railroad track and spread out over the <br />parking area. The road base material will be placed to an approximate depth of 1 foot. The existing ditch along the <br />railroad tvill have a culvert placed in it for the length of the tower and parking area. It is planned to use a 12" <br />culvert, and given the extremely small drainage (0.14 Acres) it will more than suffice to carry any runoff. The 12" <br />culvert has been proposed by a registered professional engineer, and it is his professional opinion that this culvert is <br />more than sufficient to carry runoff from a 10 yr, 24-hour event. The peak flow for the 10-yr, 24-hr event would be <br />0.01 CFS (0.14 acres, 1.8" runofF/ac). <br />Tn the event of an emergency trucks may drive off of the tracks to the north of the parking pad. If this occurs and <br />surface damage that may result will be repaired as soon as ground conditions allow. <br />When the tower is no longer needed it will be dismantled and removed from the site. Likewise, the concrete pad, <br />culvert and road base material will be removed from the site. <br />It should be understood that some of the facilities, as noted by their construction dates, were build prior to SMCRA. <br />Therefore, the reclamation standards for these sites are different than current standards. The reclamation plan will <br />follow in a later section of the document. <br />Snrav Svstem <br />A pad will be constructed between the batch weigh system and the east end of the train tunnel to aid in application of <br />freeze-proof agents to the coal and car sides. The pad location is shown on Map 24, Surface Facilities. A metal post <br />with spray wand will be constructed on the pad. The wand will extend up over the car to apply side release agent to <br />• the car. <br />When the system is no longer required, the pad, post, and spray wand will be removed from the site. This will occur <br />during final reclamation of [he site, and final grading will be incorporated into railroad track removal. <br />Explosive Bunker <br />The explosive bunker is shown on Map 24, and comprises an area of approximately 3 acres. The bunker was <br />constructed in 1975 and has been used since that time by Energy Fuels, and its successors. The site is a leveled, <br />graveled area with three concrete explosive magazines in place to store blasting caps and delays and other sensitive <br />explosives. Also, tractor trailers containing explosives were parked in the leveled site of the explosives bunker area. <br />The leveled area can be used as a storage facility for materials that would not be precluded by safety requirements. <br />Drainage from the explosive bunker area will be collected in sedimentation Pond T. This structure has been designed <br />to meet the performance standards of Subchapter K as described in Section 780.25. <br />Sedimentation Ponds <br />Twent}~nile Coal Company will be responsible for the maintenance and reclamation of the following ponds originally <br />permitted by CYCC (Permit C-81-071).
