-- w <br />This area is owned by an active cattle rancher and all areas are <br />open to his cattle and will remain that way so long as the owner desires. <br />Test plots have been suggested before but I am not convinced that they <br />would be realistic as they are normally protected from the true environ- <br />ment and activity of the area. It is our belief that the dewatering <br />of these areas voids these highly permeable unconsolidate sands to the <br />point where there is almost zero moisture and nothing will grow. <br />Observation Number Four and Recommendation Number Three, Large <br />cobbles are not being dumped along the .river banks. This practice was <br />stopped prior to the MLR law and the Federal 404 rules and regulations. <br />The cobble was placed for protection from bank erosion, has served its <br />purpose very well and is all pre-law. The U. S. Army Corp of Engineers <br />will be consulted before any action is taken on this erosion control <br />area. <br />I wish we could have met during your visit to our pit areas. I <br />feel that many items on your inspection report could have been cleared <br />up at that time.
