These management controls are also <br />described herein. <br />Site Location and Description <br />The Project is located approximately 8 miles south southeast of the City of Pueblo in <br />Pueblo County, Colorado. The Project includes approximately 747 acres of land owned by GCC <br />Rio Grande, Inc. (Rio Grande) and 3,580 acres of land leased by Rio Grande from Colorado <br />State Board of Land Commissioners. Refer to the GCC Rio Grande Red Rock Plant and Mine <br />Regulaz 112 Operations Permit Application (Permit Application) for additional details. <br />Surface drainage of the Project is generally from southwest to northeast byway of several <br />arroyos that discharge into the St. Chazles River. The Project is flanked by the Greenhorn Creek <br />watershed on the west and the Edson Arroyo on the east. To considerable extent, the Project <br />boundaries and the watershed boundaries are coincidental (see Figure 1). <br />Reference Documents and Standards <br />The following references provided guidance in the preparation of this Surface Water <br />Management Plan: <br />• ^ City of Pueblo Drainage Criteria Manual (Pueblo 1997). Provided criterion for <br />analysis of the Plant area storm drainage system, including runoff coefficients, hourly <br />precipitation amounts, and storm intensities. <br />^ Colorado Mined Land Reclamation Board (NLRB 2001). Provided performance <br />standards for control of erosion and restoration of drainageways. <br />^ Soils Conservation Service (SCS 1979). Provided information on soils types, erosion <br />and runoffpazameters. <br />^ Colorado Deparhnent of Public Health and Environment (CDPHE). Provided <br />requirements to minimize the discharge ofpollutants in storm water associated with <br />heavy industrial activity. <br />^ Burlington Northern Santa Fe Railway (BNRR 1998). Provided minimum standazds <br />for culverts under railroads. <br />^ Union Pacific Railroad (iJPRR 1992).
