<br />Introduction <br />Seneca Coal Company proposes to construct stock tanks in both the reclaimed drainage <br />channels at the Seneca II-w Mine and some ex Ssting culvert ouCl ets. These small tanks <br />will benefit both livestock gra zl ng and wildlife utillza tion of the reclamation. This <br />will enhance the postmining land use at the reclaimed areas. These stock tanks will slow <br />the peak runoff of precipitation events and help to m1 n1m1ze erosion Sn the drainage <br />channels. They will also act as an additional alternate sediment control measure in <br />minimizing the potential for sediment to be dlst ributed off the permit site. See Exhibit <br />13-2 for location of [he proposed stock tanks. <br />Design <br /> The stock tanks will be structures to enhance pos[mine wildlife and livestock utilization, <br /> as well as additional sediment control structures. The capacity of the tanks rill be not <br /> mote than two acre-feet and the vertical height of the embankment will be flue feet or <br /> less, as measured from the upstream toe of the dam to the bot tom of the emergency <br /> spillway. The drainage area of the tanks will be large enough to maintain an adequate <br /> supply of water into the tank. All stock tanks will be created in channels which are <br /> normally d ry. <br />• <br /> Construction <br />All stock tanks will be constructed according to State of Colorado, Office of State <br />Engineer's "Specifications to Govern the Construction of a Livestock Water Tank" and USDA <br />Soil Conservation Service's specifications for tanks. These specifications arc contained <br />in Addendums 1 and 2. Access to tank sites in reclaimed areas during the construction <br />phase will be accomplished, when possible, by trucking a dozer down existing dral pages to <br />minimize damage to vegetation. If necessary, access routes to the construction sites will <br />be reseeded with [he approved seed mix. All topsoil will be salvaged prior to tank <br />construction and spoil material will be used for construction of the dam embankment. <br />After construction, topsoil will be replaced on the dam and adjacent disturbed reclaimed <br />areas above Che elevation of the emergency spillway. Each site will be seeded with Che <br />approved appropriate seed mix. <br />Summary <br />After completion, an as-built report will be prepared and ce[tified by a professional <br />engineer for all stock tanks which are constructed and submitted to the Division Sn the <br />Annual Reclamation Report. Upon final reclamation, Sf the stock tank were to be <br />permanent, the appropriate application forms for stock water tanks will be filed with the <br />Stale of Colorado, Office of the State Engineer and fon+a rded to the Division for <br />approval. <br />• <br />13-11-1 Revised 11/14/95 <br />
