dependent upon factors such as pit configurations, excavator performance, and customer <br />demand. Amore detailed discussion of the operational methods is presented in Tab 12. In <br />order to achieve the designed postmining landform, the nec e::s ar y backfill materiol must be <br />available to perform area grading on internal spoil. General ly, adequate material will <br />not be available until excavation has developetl two spoil.. Tab 12 discusses the area <br />grading concept. When the pit configuration is regular (e.!)., typically, interior spoil), <br />and where sufficient area is available to perform "area ~)r:3din g", Peabody will maintain <br />backfilling and grading within two spoil rows. <br />Four spoil peaks will also be created by other mining situations. It could take four <br />spoil rows to create sufficient spoil area to allow final, grading to "daylight" and blend <br />into the surrounding topography. Ramps, roads, or facilities must no longer be required <br />for the mining operation before they can be removed or relocated and the adjacent spoil <br />excavated to final grade. Lastly, the completion of t~ac kfilling and grading of final <br />highwalls may require up to two years following coal removal. This is due to the larger <br />operational area required for highwall reduction as opposed to interior spoil grading. <br />Therefore, PYCC may request a variance under Rule 4.14(1'1(c) from the CDMG for the Seneca <br />II Mine site for a delay in contemporaneous rough grading. Topsoil variance areas are <br />depicted on Exhibit 13-2. Peabody proposes to utilize the bac kfilling and grading <br />sequence proposed on Exhibit 13-2 and the genera( reelanta t:ion schedule presented here to <br />achieve the proposed postmining topography on Exhibit 12-9. <br />Soil replacement will be completed within one year following final grading provided the <br />area is not being used for facility or monitoring-relatecl activities (i.e., items such as, <br />but not limited to ramps, deadhead routes, light use roads, haul roads, ponds, drainages, <br />diversions, boneyards, office, or shop areas). If final grade is achieved during fall or <br />winter months, soil will be redistributed the following :summer or fall to accommodate fall <br />seeding. llh en final grade is accomplished during spring or summer months, soil will be <br />redistributed by fall to accommodate fall seeding. <br />Detailed discussions of actions ere found in Tabs 9, 12, and 13. <br /> <br />13-44 Revised 12/01/93 <br />
