Lamm
Governor
February 8, 1984

Mr. L. Otto Goemmer
P.O. Box 165
La Veta, Colorado 81055
RE: Rocky Fiat Gravel, File No. 82-129
Dear Mr. Goemner:
As you will recall, the Board approved your technical revision to your
permit to add portable asphalt and concrete plants to your permit area.
I recommended approval of the technical revision, and the Board approved
it on April 28, 1983. However, there were two outstanding questions
concerning the technical revision which, to date, have not been answered
by you. I will repeat these questions below:
1. Waste materials such as excess asphalt and cement cannot simply be
buried in the pit. The plan is to leave the pit with 3:1 side slopes
and revegetate it. As I understand it, there is no overburden, just
topsoil. Therefore, you should plan to haul these waste materials
away or give more details on exactly how they will be buried such
that the reclamation plan will not be disrupted.
2. As soon as the details are available on the types of asphalt and
concrete batch plants to be used on the site, they should be supplied
to the Division.
It is important that you respond to these questions to complete our file
in this matter and avoid any problems that a field inspection of your
operation might cause if the details of your plans in this regard were not
clear. Please call me if you have questions.
S7i~,,n~cere/ly, p
C //~4'LGL S~J -
Mark S.
