The description of the area is provided in the Legal and
Financial Section, 2.03, and is depicted on the Surface Ownership Map (2.03.4-1). This
application is submitted to the Colorado Division of Minerals and Geology (CDMG) for
approval of a permit to mine and reclaim disturbed lands associated with the operations.
1.1 DESCRIPTION OF ORGANIZATION OF PERMIT DOCUMENT
This permit application is organized in such a manner that generally corresponds with the
CDMG regulations and includes information as required under Rules 2.03 Legal and Financial
Information; 2.04 Environmental Resources; 2.05 Application for Permit for Surface or
Underground Mining Activities -Minimum Requirements for Operation and Reclamation Plans;
2.06 Requirements for Permits for Special Categories of Mining; Rule 3 Bonding; and Rule 4
Performance Standards. The requirements of Rule 4 have been incorporated into the appropriate
discussions contained in Rule 2. Further supplemental information not included in the text of the
application is provided in the form of figures, tables, maps, and exhibits.
1.2 GEOGRAPHIC SETTING
The Lorencito Canyon Mine is located approximately 20 miles west of Trinidad, Colorado on
Colorado State Highway 12 (Figure I). The area to be affected over the life of the operation, in
its entirety, is within Las Animas County. The approximate elevation of the mine plan area is
7,000 feet above sea level and varies significantly over the permit azea.
The Purgatoire River and South Fork of the Purgatoire River border the permit area to the north
and west, respectively. However, proposed mining operations will not include any disturbance to
these streams. There aze also numerous ephemeral drainages within the permit area, some of
which will contain disturbance from mining activities.
1.3 OPERATIONS AND RECLAMATION
Operations at the Lorencito Canyon Mine will include both surface and underground mining.
Life of mine reserves are estimated to be approximately 50 million tons to be recovered over a
20 year period. Mountain top and contour surface mining will occur in the Jeff Canyon area.
Underground mining is also proposed at the P1/P2, P3, Rl/R2, and R3/R4 portal sites. Room and
pillar mining will be conducted underground. As coal is mined, it will be trucked to the existing
rail loadout or to the Picketwire preparation plant for processing and shipment to markets.
•
Page 1-1 Introduction (Jan.19.03).doc 1-1 (Revised 02/19/03)
