~ <br />- C ~ <br />[~ <br />ATTACHMENT TO TECHNICAL REVISION APPROVAL <br />NEW ELK MINE -FILE N0. C-012-81 <br />March 8, 1985 <br />DESCRIPTION OF REVISION AND STIPULATIONS <br />A technical revision to the New Elk Mine permit (File No. C-012-81) was <br />originally filed by Wyoming Fuels Company on January 25, 1985 requesting <br />changes to the plan for temporary diversion of the Purgatoire River while <br />permanent relocation of the stream channel is accomplished. Due to Division <br />concerns, further modifications of the plan were submitted on February 12 and <br />February 18 of 1985. <br />The plan now calls for the Purgatoire River to be diverted into a ditch <br />capable of passing 70 cfs of flow through the permit boundary and re-enter the <br />original stream channel by a ditch to be cut between Ponds 006 and 007. All <br />disturbed flow from the surface facilities will be routed to either Ponds 006 <br />or 007, with the exception of an area north of the Purgatoire that will flow <br />through haybales placed on 100 foot centers in the disturbed water ditch and <br />ultimately will be treated by a temporary stilling basin to be located in the <br />southeast corner of the employee parking lot. <br />• No plan was submitted by the applicant to route this water into either of the <br />settling basins (006 or 007), therefore, the following stipulation is required. <br />STIPULATI <br />ANY WATER CUN~INED_ TEMPORARY SEDIMENT STRUCTURE__TO~EIO~ATED <br />IN THE SOUTHEAST' ~ NER OF THE EMPLOYEE=PAI;RING_L01~'lUSL61=EUMPED <br />AFTER RUNOFF EV T 11REA__DRA,INING_INTI)-RO OND~ WATER WITHIN <br />THIS BASIN BE PUMPED WITHIN 24 HOURS. <br />The proposed permanent realignment of t~~he Purgatoire River has been modified <br />with curves of greater radius than initially proposed in the permit revision. <br />For this reason, and for the purposes of collecting information on stability <br />of the refuse material as a stream channel bank, the degree of riprap lining <br />on the stream relocated channel has been reduced. The straight portion of the <br />stream relocation will contain no riprap protection. <br />In order to collect information on the stability of the relocated channel, a <br />stipulation follows detailing an annual survey to be completed by the <br />applicant that will produce data to evaluate the stability of this channel. A <br />bond has been submitted by the applicant to cover full riprapping as <br />originally approved in the permit revision, if the channel should prove <br />unstable. <br />fi~-- <br /> <br />
