Mr. Gregg Squire • <br />Page 6 <br />December 21, 2000 <br />Rule 6.4.5 Exhibit E -Reclamation Plan <br />Item 18 -Wetlands mitigation. -This information on acreage is included m the permit application <br />on Table G-l. <br />Item 19 -Status of 404 permit. -The operator is in the process of completing a 404 permit <br />application with a projected submittal date of January, 2001. The operator will submit a technical <br />revision to the permit that revises the wetlands mitigation plan so that it is consistent with the <br />approved Army Corps of Engineers 404 permit. <br />Item 20 -Woody plants - As stated in the permit application, the operator intends on planting <br />trees around the perimeter of the lakes in groups of 10 to 15 trees. There would be 5 to 6 groups <br />per acre. The reclamation will be successful if 70% of the trees survive. The operator will <br />replace the trees that die until the 70% success rate is achieved. The survey of the trees will be <br />done after the second growing season after the initial planting. Trees will be protected as needed <br />from deer and other wildlife until the reclamation success is achieved. <br />Item 21 -Wetland water elevation. -The elevations of the wetlands can be estimated off of <br />Exhibits C-1 and C-2 since the wetland areas are shown on these exhibits. Very few if any of the <br />wetlands areas delineated have water in them year round so the ground elevation is used. The <br />wetlands have been delineated and previously submitted to the Army Corps of Engineers. <br />Item 22 -Renewable resource area cross sections. -This item is addressed in Item 1 in the <br />response to Mr. Allen Sorenson's review comments. <br />Rule 6.4.7 Exhibit G -Water Information <br />Item 23 - Floodplain information -This information has been supplied on Sheets 1 and 2 of 2 <br />entitled 100 year floodplain. The 100 year floodplain delineation is based on the floodplain maps <br />supplied by Garfield County. These maps are based on floodplain information from Colorado <br />River & Tributaries Floodplain Study by the Department of the Army, Sacramento District Army <br />Corps of Engineers prepared for Mesa and Garfield Counties in cooperation with Colorado Water <br />Conservation Board dated December 1982 and July 1987. These maps do not appear to delineate <br />the tloodway. These maps are the official maps that Garfield County uses for floodplain analysis. <br />Item 24 -Location of wells and springs. The following information on wells and springs has been <br />added to the Exhibits C-1 and C-2 based on information obtained from the State Engineer's <br />office. Two well permits exist within 600 feet of the project site. These wells are located as <br />follows: <br />1. Evelyn Snyder, Permit No. 77558 <br />2. Department of Energy, Permit No. 29046M SW 1/4, NEl/4 2000 feet from the <br />north line and 2500 feet from east line Section 14. This is assumed to be a <br />groundwater monitoring well. Some question exists as to whether it exists. <br />
