Cattany <br />/ Division DireROr <br />RE: Coulson Excavafing Co., Inc., Application No. M-2005-033 Natural Resource Trustee <br />Gardels Pit; Adequacy Review #2 !/ <br />Deaz Mr. Coulson, <br />The Division received your adequacy response to the Division's July 8, 2005 letter regarding the new <br />permit application for the Gaddels Pit, File No. M-2005-033. The Division has a number of remaining <br />items that need to be addressed prior to approval of the application. <br />Rule 6.4.4 Exhibit D-Mining Plan <br />I. The applicant states that the Pheiff property (just east and adjoining Gaddels) was added to the <br />Brownwood Permit M-1979-059 as an amendment some time in the late 1980's that added the low <br />water crossing to connect the Pheiff property to the Brownwood Permit. The Division agrees that the <br />area was amended, but the application did not contain designs for the low-water crossing. Therefore, <br />Coulson Excavating Company will need to file a revision to the Brownwood Pit permit addressing <br />designs of the low water crossing to access the Gardels Pit. Such revision must be approved and <br />additional bond posted prior to the construction and use of the road and river crossing. <br />2. The applicant states that vegetation will naturally establish on topsoil piles and will be allowed to <br />naturally revegetate. Without any revegetation efforts to stabilize the topsoil piles, weeds (such as <br />annual and noxious) typically encroach on to disturbed areas and can become a problem. In addition, <br />when the topsoil is redistributed on to the reclaimed areas, weed seeds aze present and may be <br />distributed throughout the site. Please commit to a temporary seed mixture on the topsoil piles and <br />state the rate in PLS/acre, application method and the timing of seeding. <br />3. Please inform the Division if the overflow pipes noted in the sediment containment ponds are subject <br />to the NPDES permit that will be obtained for the site. Tn several places, the above ground pipes <br />cross topsoil stockpile areas (Cells A & B) and the haul road (Cell D). Please further explain how <br />these pipes will function and be situated to cross the topsoil piles and roads to be used as an outlet <br />structure. <br />Rule 6.4.7 Exhibit G- Water Information <br />4. The water lease provided by the applicant in Exhibit G-1 is between the City of Loveland and <br />Loveland Ready Mix.
