<br />In 1977, the folloc:ing four sectors accounted for the la-,est <br />employers: agricultural and fisheries: 20%, retail trace: 2i`~, <br />mining: 13%, and all manufacturing: 12`/,. Of these, coal mining <br />--provided approxima[e1y 8% of the employment. This S% may not <br />reflect totally those involved in the transport of coal. Tl~e <br />Tctal labor force of Jackson County was G55 in 1977. <br />ThC other business sector's of Jackson.County are relatively . <br />small, due to the remoteness of the area, severe winter c;eaticur <br />conditions, and 'small population base. P.etail and caholesale <br />trade is limited to several small retail stores in 6'al.den that <br />provide soft wares, groceries, and gasoline. Most industrial <br />equipment and supplies are purchased in Laramie, Fort Collins <br />or Denver. <br />The existing Kerr Pfine presently employs 114 full-tiiac and p:u-t- <br />time workers with a total of nearly $2,000,000.00 in saiaric~ and <br />wages paid during 1978. Ptost of the workers reside in Jackso:c <br />County. Since August, 1977, Kerr Coal has invested appro::i,natcly <br />$5,000,000.00 in necr equipment and a three-shift mining operation. <br />Most of the major capital expenditures made for heavy equipment <br />and parts were not made or retailed in Jackson County. Tl~e <br />county and region, however, do realize positive economic benefits <br />through (a) purchase of soft goods and other supplies, (b) pay- <br />ment of payroll, property and severance taxes an,d (c) outlays <br />for housing and food services. <br /> <br />0. Land Uses - <br />Historically, the subject land has been used for wildlife habitat . <br />and livestock grazing. Presently, the subject land is used for <br />wildlife habitat, livestock grazing, very limited recreation <br />(hunting), and the siting of two rights-of-way (C-9231, ~(ountain <br />States Telephone and Telegraph Company, an underground telephone <br />cable; and, a "RS 2477" right-of-way, Jackson County Road \o. ]21i). <br />Six inactive (historically and presently) oil.and gas leases arc: <br />present on the subject land. These leases are: C-3371, i?arry.C. <br />Petersen; C-7979, Continental Oil Company; C-11431, Donald F. <br />Divoky; C-13299, James Harrison; C-23805, Howell Spear; and C-26907, <br />Harry C. Petersen. Several seldom-used vehicle trails arc present <br />on the subject land. (See map lr6.) <br />There are portions of three grazing allotments within rice proposed <br />lease area. Allotment tdn. 7169 is currently under permit to tl:c <br />Streit Brothers. The allotment consists of 1,203 acres of public <br />land and 435 acres of private land. Estimated carsyinr, capacity <br />of the public land within thr allotment is 114 AUd's (,1n in,al 1!;.i~ <br />Pfonths), with an average stocking rate of. 1.0.5 ac r.a /AtJ?;. 1'i:c <br />season of use is from 1•tay 20 to June 11 with 200 AU's (Animal <br />Units). <br />20 <br />
