TI-QS PERMIT is issued by the Mined Land Reclamation Board, Departrnart of Natural Resources,
State of Colorado.
RECITALS
A. The Pemrittee, Aggregate Industries - WCR, Inc. desires to corded a mining operation (mown
as E 8th Street Operation, for the purpose of extradmg Sand and gravel. The Pemlittee will nar mine any
secondary commodities at this site.
B. On November 21, 2000 the Mined Land Reclamation Board (the "Board") approved the
Pertnittee's application for this permit, fixed the amourrt of the financial wartarlty and directed that this permit be
issued upon the Sling with the Division of Minerals and Geology (the "Division's of perfomrance warranty and
financial warranty (or warranties) in the amount so fixed m form and substance approved by the Division. Said
warranties have bear filed with the Division.
C. Tf the Pemii[tee desires to extract materials other than those listed in (A), a separate permit may
be required.
D. On November 21, 2000 the Board made the following Sndutgs:
1. The application for this pemrrt complies with the regrriremettts of the Colorado Muted
Land Reclamation Act for the Extraction of Conswction Materials, C.R.S. 34-32.5-101 et sue., as amended, and
with all appbcable local, state and S'deral laws;
2. The operation will oar adversely affect the stability of any significant, valuable, and
permanent man-made s[mdure located wither two hlmdred S'et of the Affected Land, except where there is an
agreemem between the Operator and the persons having an intemst m the stmcture that damage to the structure is
to be compensated for by the Perntittee; and;
