Wheeler ancJ Associates, Inc. <br />it Water Resources Engineers <br />Aprii 13, 2006 <br />Ms. Angela Bellantoni <br />Environmental Alternatives, Inc. <br />410 Maeon Avenue <br />Canon City, CO 81212 <br />Rer #1603 -Allen Concrete Batch Plant and Gravel Quarry <br />near Fairplay, Colorado <br />Dear Angela' <br />The purpose of this letter is to provide information concerning the potential flood <br />risk at the proposed Allen project site and to provide information concerning the <br />proposed water supply. <br />The proposed site i:, located at least 4,000 feet from the Middle Fork of the South <br />Flatte River. One hundred-year flood plain mapping by Fr=M.A indicates that the <br />proposed site is also at least 2,50D feet from the outside limit of the flood plain. <br />Therefore, I conclude that sH project site is clearly outside of the 100-year flood plain. <br />The annual water rt:quirement for the project is approximately 3.0 acxe-feet. Of <br />this total amount, approximately ;,65 acre-feet will b9 Consumed as evaporation loss in <br />the gravel washing proses: and in the concrete betching process. Although the natural <br />groundwater table is reportedly relatively shallow at the project site, it i5 my <br />understanding that the App'icant proposes to limit the depth of all excavations so that no <br />groundwater will be exposed. The water supply for the project will be obiained from an <br />on-site well. The required maximum pumping rate from a proposed on-site well will be <br />approximately 50 gallons p~?r minute, although the well will only be operated at this rate <br />for relatively short periods ~~f time each day. The overall average pumping rate will be <br />less than 4 gallons per minute. The on-site wail will obtain its water supply from the <br />alluvial aquifer of the Midcfe Fork of the South Platte River. The Applicant plans to <br />obtain appropriate water rights for operation of the well pursuant to a blanket <br />augmentation plan sponson~d by the Upper South Platte Water Conservancy District and <br />the Center of Colorado UVater Gonservancy District.
