Scott J. Keen • <br />Roadgate Farms Site <br />page 3 <br />• <br />If the owl is identified, mitigation or avoidance measures may be requved. The western <br />burrowing owl is a summer migratory resident of Colorado, found primarily in grasslands <br />and mountain parks, usually in or near black-tailed prarie dog or Richazdson's ground <br />squirrel colonies. The owls may also use well-drained steppes, deserts, prairies, and <br />agricultural lands. The favored habitat is well-grazed, early successional grasslands with <br />significantly sandy soils. Potential critical habitat is present within the black-tailed <br />prairie dog colony fot the western burrowing owl. If the site will be disturbed from <br />November 1 through Apri130 no action is requved for the owls. However, if the site will <br />be disturbed from May 1 through October 31 a survey should be conducted in order to <br />determine presence or absence of the owl. <br />Discussion and Recommeodatioos <br />Waters ojthe United States and Jurisdictional Wetlands <br />Standing water and a cattail fringe wetland aze present within the open pit of the <br />Roadgate Farms site. However, both the waters and the cattail fringe aze considered at <br />this time to be isolated, and not regulated by the USACE. We recommend that prior to <br />disturbance of the site a concurrence be secured from the USACE as to the isolated status <br />of these areas. <br />Threatened and Endangered Species <br />Potential critical habitat is present for the Ute ladies'-tresses orchid and the western <br />burrowing owl. No potential critical habitat is present for the Preble's meadow jumping <br />mouse. An orchid survey should be conducted prior to disturbance of the site.
