Walther
Executive Director
Ronald W. Cattany
/ Division Director
Pending Permit No. M-2003-037, P/acement of Monitoring We~"~~ource Trustee
The Division of Minerals and Geology has reviewed the submitted recommendations for placement of
observation wells as required under Stipulation No.3 of the permit approval. Staff does not have any
objections to the proposed placement as submitted on October 27`", 2003. However, since Haldorson and
Sons is using a different consultant, staff feels it would be prudent for that consultant to review the
proposed plan and make any changes that he feels are necessary. If the consultant agrees with the
proposed plan, then Haldorson may proceed with the drilling of the wells. If there are changes, Haldorson
must get approval, which can be done verbally and followed up with written documentation later to expedite
the process. Please have the consultant submit documentation that the placement has been reviewed and
approved or noting any changes that need approval prior to installation.
As discussed in our meeting on November 14`", 2003 staff suggests that although it is not required a
quarterly water quality sampling may be in Haldorson's best interest. The sampling only needs to be done
quarterly for the first year to establish a good baseline of tha existing aquifer water quality. This will protect
Haldorson from any frivolous claims of water quality impact due to mining and be quantitative data that can
stand up in any legal action. Staff has discussed the parameters with Haldorson's new consultant and he will
be able to recommend a sampling program that meets with the Division's approval. The sampling plan can
be finalized while the wells are being installed so there should be no delay in drilling.
If you need additional information, please contact me at the Division of Minerals and Geology, Grand
Junction Field Office, 101 S. 3rd St., Suite 301, Grand Junction, Colorado 81501, telephone no.
970.241.1 117.
Sincere
lLjf//
G.
