Box 471 <br />Boulder, CO 80306 <br />Re: Dowe Flats Mining & Reclamation Project and Reservoir Project, <br />Dockets SU-93-14, Sl1-93-15 and V-93-S <br />Dear Mr. Helmick: <br />Thank you for your memo dated June 1, 1993, concerning the above <br />application which has Colorado Mined Land Reclamation Division involvement <br />and may require a U.S. Army Corps of Engineers 404 permit for the <br />reservoir project. <br />The cultural resource surveys conducted to date indicate the presence of <br />archaeological and historical resources which are potentially eligible for <br />inclusion in the National Register of Historic Places and the State <br />Register of Historic Properties within the area of potential effects of <br />both projects. Due to the results of these identification efforts, we <br />recommend that any previously unsurveyed portions of the permit areas be <br />surveyed, and that a plan be developed to mitigate any adverse effects of <br />the project on cultural resources. <br />Given the significance of the cultural resources identified, we are <br />concerned about the future uses of the land surrounding the mine and <br />reservoir sites in relation to the potential indirect as well as direct <br />effects to such resources by future development. We also recommend that <br />cultural resource monitoring by qualified professionals be provided during <br />ground disturbing activities. A discovery plan should be prepared to deal <br />with any subsurface archaeological resources encountered during <br />construction. <br /> <br /> <br />Finally, we wish to commend the applicant for initiating discussions with <br />appropriate Native American groups. <br />
