The proposed agreements with SHPO and BCPOS will undoubtedly <br />detail these issues and need to be negotiated before mining begins. The <br />cultural resources impacted not only by the mining operation, but even more <br />extensively by the proposed reservoir, will be irretrievably lost. It is <br />imperative that complete data recovery occur. <br />The mining permit and operation will facilitate the reservoir so that the <br />projects need to be considered in their totality. A plan for cultural resource <br />mitigation cannot be delayed until after the mining phase is completed.
