Mr, Wilbur F. Benham -2- March 30, 1984
Exhibit D - Water Resources
Please explain what affects your mining efforts will have on Picayune Creek.
Explain how you will control surface runoff around mine disturbances such as
portals, benches, dumps, etc. In addition, please explain how you will
control surface runoff on roads. What relationship do the existing
impoundments have to your mining effort?
Exhibit E - Reclamation Plan
1) When you encounter soil that will be salvaged, where will you
stockpile this soil, and what type of vegetative cover will be
applied to stabilize the stockpile?
2) How will you abandon and seal the portal entrance?
3) In this section, you make reference to the fact that you may use
different vegetation species 1f your proposed seed mix 1s not
available at the time of reclamation. You must commit to a seed mix
now. If you wish to change the seed mix, then you can submit a
technical revision 1n the future. Therefore, please tell the
Division what specific seed mix you wish to use for reclamation
purposes.
4) When will you seed the disturbed areas (i.e. time of year)?
5) How will the roads you reference 1n this section be reclaimed (1.e.
how will you break up compaction)?
6) The Division feels that these reseeded sites will need
fertilization. Therefore, please supply the Division with the
revegetatian fertilization requirements.
7) You have stated that these areas receive grazing pressures from
sheep. How will you protect the newly seeded areas from grazing?
8) In Exhibit B, you have stated that a temporary building will be
placed below the mining operations on the Animas Forks Road. All
areas of disturbance, including buildings, that are associated with
this operation must be included in your permit boundary. Please
Include the location of the building in your mine plan boundary and
adjust your acreage figure accordingly. In addition, please explain
why this building does not classify as a permanent structure, thus
falling under San Juan county's zoning jurisdiction.
Exhibit H - Reclamation Costs
At this time, the Division cannot determine what the extent of the reclamation
liability of this operation will be, and, therefore, cannot calculate how much
reclamation can be accomplished with a bond of 52,000.00. Specifically, the
State of Colorado would need to bond for the following in addition to the
costs you show:
