Graham, Jr., Western Paving Construction Company <br />FROM: Patricia Martinek, Reclamation Specialist <br />RE: File No. M-88-042 <br />Adequacy Items <br />The following items must be addressed by the applicant in order to satisfy the <br />applicable requirements of C.R.S. 34-32-101 et se and the Mineral Rules and <br />Regulations of the Mined Land Reclamation Board <br />Exhibit C-Pre-Mining Map <br />1, Are there arty water wells located in or within 200 feet of the <br />permit area? If so, please indicate their locations and owners on <br />this exhibit. <br />You indicated that there are two gas/oil wells located on-site. <br />However, only one is shown on your map. Please indicate the <br />location of the eastern well. <br />Exhibit D-Mining Plan. <br />1. It is stated that topsoil and vegetation will be stripped prior to <br />mining. This topsoil will be placed around the pit perimeter for <br />later use. However, much of the perimeter will be no more than 25 <br />feet wide, and it is planned that access roads will be along these <br />perimeters also. I am concerned that the perimeter area will be of <br />insufficient size for placement and protection of the topsoil. <br />Please indicate how much topsoil will be salvaged (in cubic yards), <br />specifically where it will be placed such that there is sufficient <br />area to place it out of the way of equipment access routes and <br />where it can be permanently stored until it is used for reclamation <br />to prevent excess handling. Also, to prevent wind and water <br />erosion, we recommend that the topsoil stockpiles be sloped to 3:1 <br />or less, and vegetated with a cover crop until needed for <br />reclamation. Please commit to this and indicate the cover crop <br />seed mixture to be used. Please see Exhibit J, question #1 for <br />further discussions of topsoil quantity to be salvaged. <br />2. Mining will be done in five phases.
