McArdle <br />Page 2 <br />With reference to Exhibit L, specifically the acreage table and disturbance <br />categories; we agreed to accept your disturbance category classification under <br />Exhibit L. Item 1 of your letter of January 28, 1980 with the exception of <br />those category classifications for the sediment pond, dams, and diversion. <br />The s@diment pond, dams and diversion we agreed to classify as moderate dis- <br />turbance due to the fact that they are to be left in place at the request of <br />the landowner for stockwatering purposes. <br />With reference to Exhibit E, Item 5, our letter of February 1, 1980 should <br />read "the seed bed will be prepared by discing and harrowing or as appropriate". <br />With reference to Exhibit J, based on the experience of the Terry Grazing <br />Association, we believe the carrying capacity of the range site to more <br />appropriately be 25 acres per AUM. This is based on the fact that they currently <br />run approximately 1,700 head on 30,000 acres resulting in severe overgrazing. <br />With regard to the establishment of the bond, we agreed that no more than <br />50,000 cubic yards of topsoil and overburden would be stockpiled at any one <br />time and that the replacement cost for that material at 30 cents per cubic <br />yard would be $15,000. Further, we established per acre cost of $110 for seedbed <br />preparation, $120 for seeding and $430 for mulching. Inclusive of the plant <br />and scale house areas and those roads to be reclaimed, it was estimated that <br />the maximum disturbed acreage in any one year would be 45 acres. Applied to <br />this acreage the per acre reclamation cost would result in a bond requirement <br />of approximately $29,700. We would, therefore, expect the bond for this <br />operation to be established somewhere in the vicinity of $44,700 based on our <br />discussions and conclusions. <br />Finally, with regard to Exhibit E, your Item 10 in your letter of January <br />28, 1980, we would suggest the following three seed mixture to be more <br />appropriate for the area to be reclaimed, subject, of course, to your concurrence: <br />Seeding Mixture <br />S ecies lb/acre <br />blue grama <br />buffalo grass <br />side oats grama <br />
