Direct and indirect measures for protecting and/or preventing/minimizing potential impacts • <br />to wildlife and related resources are incorporated throughout the mining and reclamation <br />plan. They include: <br />1. Procedures for identifying, reducing, end preventing air and surface or ground eater <br /> contamination or diminution (see Tab 24 regarding air emission control measuree. and <br /> Tabs 13 to 76 regarding protection, reclamation, and monitoring of the hydrologic <br /> balance). <br />2. Procedures for minimizing vegetation and soil loss or modification/contamination (see <br /> Tabs 21 and 22). <br />3. Compliance with MSHA and CDMG guidelines for noise reduction (see Tabs 2 and 13 ). <br />4. Fire Control for range, forest, and coal fires which are not approved by the <br /> regulatory authority as part of a management plan. <br />5. utilization of pesticides only in accordance with County restrictions and the <br /> Colorado Pesticide Act. Herbicides will only be used [o control noxious weeds in <br /> accordance with an approved plan (see Tab 22). <br />6. Construction of mine-associated power transmission facilities in accordance with REA <br /> Bulletin 61-10 entitled ~~Suggested Practices for Raptor Protection on Pouerlines: The • <br /> State of the Art in 1987 (Olendorff, et.al.); or the best available technology <br /> currently available at the time of construction. <br />7. Construction of fences using a ten-inch distance between [he top two strands of <br /> barbed wire to reduce the potential for big game getting hung up in the fences when <br /> crossing. <br />8. Minimization of mining and related disturbances to the minimum feasible acreage <br /> needed for operational purposes. <br />9. Prevention of discharge of hazardous substances which might present an imminent and <br /> substantial danger to the public or environment and any harmful quantity of oil or <br /> hazardous substance into waterways pursuant to the requirements of a Spill Control <br /> end Countermeasures PLen required by the Colorado Department of Health. <br />10. Enforcement of a no firearms policy within the permit area, and restriction of access <br /> in the permit area by other than authorized personnel to minimize encounters with <br /> wildlife utilizing the permit area. <br />11. Planning and implementation of contemporaneous reclamation to minimize the proportion <br /> of disturbed habitat relative [o habitat that can effectively be utilized. <br />12.
