Banks and Gesso, LLC <br />Introduction <br />The Applicant, Trans Colorado Concrete, a division of Pete Lien & Sons, Inc., is <br />presenting this application to the State of Colorado, Division of Minerals and Geology, <br />Mined Land Reclamation Board (MLRB) for a Construction Materials Regular 112 Permit <br />to mine sand and gravel from an operation to be known as the St. Barbara Sand and <br />Gravel Mine. <br />The property consists of approximately 467 acres north of and adjacent to the Arkansas <br />River in unincorporated Pueblo County, approximately 11 miles east of Pueblo. The <br />permit boundary contains approximately 364 acres, of which approximately 304 acres <br />will be affected. Surrounding land uses are primarily agricultural, rangeland, and rural <br />residential. <br />Northern portions of the property have been used as cropland (turf grass and alfalfa), <br />and the remainder is natural vegetation along the Arkansas River. <br />The property is currently jointly owned by Kenneth L. Koslowski, Kenneth C. Montoya <br />and Karl D. Smith. Trans Colorado Concrete has an exclusive option to purchase the <br />property. <br />In addition to the extraction of sand and gravel, the applicant also proposes to operate a <br />processing plant (including crushers) and wash plant on the property. <br />The expected production rate is 300,000 to 500,000 tons per year sand and gravel, and <br />the life of the operation is approximately 25+ years, depending on market conditions. <br />The site will be reclaimed to ponds and backfilled areas for wildlife habitat. <br />St. Barbara Sand and Gravel Mine 03028 <br />Trans Colorado Concrete 4 February 19, 2004 <br />
