1.4 DETERMINATION OF BOND <br />Trapper Mining Inc. presently maintains a reclamation performance bond for the Trapper Mine payable to <br />the State of Colorado and the United StateslOffice of Surface Mining Reclamation & Enforcement. Upon <br />approval of this permit application, a new performance bond or equivalent acceptable surety will be <br />secured in an amount equal to the estimated costs for returning the affected area to a satisfactory condi- <br />tion as defined by applicable regulations and this permit application. <br />The equipment productively estimates used in regrade time calculations were derived from the Caterpillar <br />Performance Handbook, eddion 25. Topsoil fleet hours were derived using TALPAC haulage simulation <br />software. Ownership and operating costs were extracted from The Cost Reference Guide (1997) pub- <br />lished by Dataquest, Inc. Base labor rates were developed using information from the Colorado Con- <br />tractors Association. Facilities removal costs were calculated using Means Building Construction Cost <br />Data, 1997. <br />All reclamation costs were calculated according to the worst case condition of reclamation requirements. <br />The costs that were calculated in this manner realistically represent those the Division could incur at any- <br />time during the pemtR period and not just for the conditions which may exist at the end of the five years. <br />Table 1.4-14 summarizes topsoil replacement requirements and open pit lengths at the end of each year <br />of the permit term. This data indicates that the worst case occurs at the end of the year 2002. <br />• A summary of the estimated reclamation costs is presented in Table 1.4-1. Please refer to subsequent <br />tables and sections in this portion of the permit application as indicated in Table 1.4-1 for more tletailed <br />analysis and discussion. <br />The bond amount of $18,280,978 will be applied to our permd renewal. This represents the worst case <br />cost for the permit term 1998-2002. Trapper estimates that during worst case year, 2002, the total dis- <br />turbance within the approved permit area will be 2210.1 acres which includes miscellaneous areas such <br />as light use roads, silo locations, etc. <br />• <br />1-91 MAY 1 3 1998 <br />
