iii iiiiiiiiniii iii <br />Doc Date:1 211 112 0 01 <br /> <br />This application for a permit to conduct coal surface mining and reclamation <br />activities for Trapper Mining Inc .'s Trapper Mine is submitted in compliance with <br />the Federal Surface Mining Control and Reclamation Act of 1977 APL 95-87), the <br />Colorado Surface Coal Mining Reclamation Act of 1979 FHB 1223) and regulations <br />pursuant thereto. In consideration of the present unsettled state of the regula- <br />tions attendant to both acts cited, Trapper Mining Inc. reserves the right to <br />abide by only such regulations as are ultimately enforceable in lieu of existing <br />regulations to which this application is addressed but which have been or may be <br />suspended, remanded, terminated or amended. <br />1.0 INTRODUCTION <br />This application is organized into four major sections by subject matter plus a <br />series of appendices. Section 1.0 provides legal and financial information about <br />Trapper Mining Inc. and its parent company, Williams Fork Company. Section 2.0 <br />describes the existing environment at Trapper Mine. Section 3.0 details the <br />facilities, structures and procedures to be used at the mine. Section 4.0 <br />explains how activities will be conducted to minimize environmental effects and <br />• what the effects are expected to be. Sections 3.0 and 4.0 discuss both mining <br />and reclamation ac ivities since these actions are integral to each other. <br />Reclamation encompasses all actions, modified or additional, carried out to miti- <br />gate and erase negative impacts to the physical, biological, cultural and social <br />environments in accordance with PL 95-87 and HB 1223. <br />The appendices contain technical reports, calculations, correspondence and other <br />materials used to arrive at the conclusions presented in Sections 1.0-4.0. This <br />was done to control the bulk of the main body of the application, while allowing <br />the reader to review the detailed information that contributed to the application <br />if so desired. <br /> <br />This issue oriented approach was deliberately chosen over a legalistic one to <br />provide a coherent description of situations and treatments which we believe is <br />the true intent of the statutes. <br />1-1 <br />REVISED FEB 13'87 <br />
