Gunnison No. 1 Mine, West Elk <br />Coal Company Permit No. C-007-80 <br />Dear Ms. Beville: <br />The Division has completed its review of your permit revision application <br />which requests approval to construct a coal processing waste pile to dispose <br />of underground development waste, coal reject, and coal processing waste. The <br />following are our preliminary adequacy review comments: <br />TOPSOIL <br />-Since the refuse pile may contain toxic, combustable, or coal <br />processing waste four feet of cover material needs to be placed over the <br />pile. This is to ensure revegetation success. At present, no long term <br />~,~ studies have been completed to show that less than four feet of cover will be <br />needed at your mine site. WECC is encouraged to propose topsoil test plots on <br />the refuse pile to demonstrate less cover will be needed. The details of any <br />test plot construction should be included in the revision. In the meantime <br />the application should commit to 4 feet of cover and describe the source of <br />the material to be used and area to store the subsoil. <br />2. The operation needs to salvage and stockpile enough topsoil/subsoil <br />~`r~ Afterastockpilingrishcomplete,llivenhandlingnwpllsbewdonefouTheeapplication <br />should indicate the volume of the pile needed to provided cover for the final <br />phase, and indicate whether this volume will fit within the soil storage area <br />boundary of map number 001. <br />3. The revision should address what equipment will be used to salvage and <br />~~ redistribute topsoil. It should also be indicated what methods will be used <br />~,~ to minimize compaction of cover material and ensure good soil/waste pile <br />contact (scarifying, ripping, grading on contour, etc). ~, y y ~ y y ~ <br />4. The Division proposes to grant your variance from using topsoil <br />monuments. <br />--. 5. A disturbance/topsoil map should be provided along with a narrative <br />•,{~.that indicates the boundary of areas that will be stripped of topsoil (topsoil <br />pile area, waste pile, road, ditches, etc.).
