• 2.05 APPLICATION FOR PERMIT FOR SURFACE OR
UNDERGROUND MINING ACTIVITIES--MINIMUM
REQUIREMENTS FOR OPERATION AND RECLAMATION
PLANS
2.05.1 Objectives
The objective of this part is to insure that the CDMG is provided with a comprehensive and
reliable plan for the surface coal mining and reclamation operations in accordance with the
Colorado Surface Coal Mining Reclamation Act, Article 33 of Title 34, as amended,
Colorado Revised Statutes of 1973, and the rules and regulations pursuant thereto. This
permit addresses only the reclamation phases of the project
2.05.2 Operation Plan -Estimated Area for Life of Operation
CCM#1 has completed the final phase of reclamation of disturbed areas created by mining
operations. All operations information contained within this Permit document is related only
to reclamation of the site.
2.05.3 Operation Plan -Permit Area
• Reclamation of the mine pit and surface facilities was completed in November 1989. Areas
of reclamation are shown on Map 5. The remaining sediment control system reclamation
was completed in February 1992 following approval of TR-12 on January 22, 1992 (Exhibit
6). Postmining Topography of all reclaimed areas is shown on Map 6. There are currently
no facilities located on the site which would require reclamation. In addition, all topsoil,
subsoil, and overburden piles have been eliminated during the two reclamation periods.
2.05.4 Reclamation Plan
The reclamation objective in the permit area has been to restore the mined area to a land
use capability which is equal to or better than that the premining condition. The subject
area has been affected by previous underground coal mining operations and by overgrazing.
Nonetheless, the objective of all reclamation practices has been to stabilize the soil,
hydrologic and vegetation resources, and to restore the approximate original contour of the
permit area. The areas being mined have been returned to their original use as rangeland
and wildlife habitat with watersheds and airsheds in their appropriate premining character.
In general, the long term appearance and usefulness of the permit area is similar to that
encountered prior to earlier underground mining.

2.05-1
