• CHAPTER 25 <br />BONDING <br />Introduction <br />The purpose of this chapter is to provide a reclamation cost estimate, with supporting documentation, for <br />determination of a reclamation performance bond for lands disturbed at Senece's Seneca II-W Mine. This <br />document will provide information regarding all disturbed lands within the proposed permit boundary. The <br />amount of bond required was developed assuming that the bond would be forteited at a time when <br />reclamation liabilities are highest within the five-year permit term (2001-2005). This condition is most likely to <br />occur at the stage in the mining sequence when the area from which topsoil has been removed is largest and <br />the volume of material to backfill the open pd areas is greatest. This usually occurs when the pit lengths are <br />the longest and the overburden is the thickest. <br />It was determined from the Operations Plan Map (Exhibit 12-2 and 123 submitted in PR-04) that the <br />highest liability, or worst case, woultl occur in the year 2005. This determination was based on pit length, pit <br />location, amount of box cut spoil, and disturbance ahead and behind mining. The Cost Summary Form(s) <br />• are attached at the end of this tab. <br />"Worst Case" Year Disturbance <br />Included in this category are the four spoil piles, open pit, areas ahead of mining that have been stripped of <br />topsoil, ramps, and miscellaneous disturbance areas in and around the open pit. Estimated costs to reclaim <br />the disturbed area come under the headings of: <br />a) Drill and shoot highwall <br />b) Doze highwall material <br />c) Doze adjacent two spoils <br />d) Doze back two spoils <br />e) Grade all ramps (included in spoil grading) <br />t) Topsoil replacement <br />g) Revegetation <br />Reclamation Costs Categories <br />• Seneca's experience in reclaiming mined land has shown, for the purpose of estimating casts, contract <br />reclamation activities can be grouped into the following categories: <br />Direct Costs <br />1.
