Technical Revision Application to Permit C-044-81;
• Access to E Seam
February 14, 1986
Page 3
therefore, still be less than 3% of 20.5 cfs, the estimated 7-day 10-year
low flow for the Williams Fork River.
The maximum impacts of the discharge of the E Seam water on the Williams
Fork and Yampa Rivers should be very similar to that calculated in the No.
5 Mine and No. 9 Mine Permit document. This estimate determined that the
combined permitted discharges from the No. 5 and No. 9 Mines (3,000 gpm)
would not change the utility of the surface water for agricultural
purposes. The combined flows of the No. 5 Mine and the E Seam mine are
not expected to exceed the 3,000 gpm used in the calculations in the
permit document.
This Technical Revision application consists of two major sections,
"Revisions" and "Reference Material".
The "Revisions" section is made up of those portions of the presently
approved permit document which have been modified to address the
activities planned in the access to the E Seam. The revised pages have a
revision date of 2/14/86 on the bottom left-hand corner. All modified
material has a slash mark (/) on the left side of the page at the line
• which has been modified for this technical revision.
The "Reference Material" section contains portions of the presently
approved permit document (narrative , figures and tables) which are
referenced in the "Revisions" section of this application, but have not
been modified for this revision application. The "Reference Material" is
.presented with this application in order to expedite the review process.
Empire Energy Corporation recognizes that the approval of this technical
revision application in no way obligates the Colorado Mined Land
Reclamation Division (CMLRD) to approve any future production activity in
the E Seam. Any production activity planned in the E Seam will be
submitted to the CMLRD (and OSM if applicable) as a new permit application
or a permit revision to the presently approved permit document.
Production activities within the E Seam will not be conducted prior to the
approval of such activity.
Please contact me if you have any questions concerning this material.
Sincerely,
D. Larry Damrau
• DLD/ls
enclosures
