The initial mining in Cells 1 and 2 will create the <br />ponds at the western area of the property for use as process water and fresh <br />water ponds. Cell 2 will be subdivided into a fines settling area and an active <br />excavation area using a temporary dike, as shown in Exhibit C-3. Areas adjacent <br />to and in the northern portion of Cell 2 will be used for de-watering ditches, <br />sediment and sump areas, and setting the pumping systems. Subsequent <br />mining of Cell 2 will progress eastward during Phase 1. Mining to a 0.5 to 1 <br />gradient will occur in Cell 2. Concurrent slope backfill will occur as soon as <br />mining limits have been reached. This will allow concurrent backfill of the <br />perimeter while overburden is being stripped during the next phase. <br />Ditch flows will be corrected during Phase 1, directing the flows down a new <br />tailwater ditch created along the eastern property line. Improper maintenance of <br />irrigation ditches has artificially created some wetlands indicators on the property. <br />A ditch will also be constructed along the northern property line to provide a route <br />for discharge flows from de-watering operations. <br />Phase 2 (Years 2 through 51 <br />Mining will continue eastward in Cell 2. Topsoil and overburden will be stripped <br />and placed as previously described on page 7. A de-watering system will be <br />constructed to allow dry-mining of the new areas. Some non-wetland areas <br />south of Cell 3 will be utilized for concurrent wetland mitigation. <br />Phase 3 (Year 5 through 12) <br />Mining and concurrent reclamation will continue into Cells 3 and 4. Anew de- <br />watering system will be constructed - by moving pumps and other equipment <br />from areas such as Cell 2 or 3, where resource recovery has been completed - to <br />allow continued dry-mining.
