ATTacRr;eraT 9-aa
TGPSOIL BA]-ONCE PLAN
December 1995
Soil Balance. Seneca is submitu ng this updated soil balance, es cf May ].5, 1996, as
requested by U,e Division rn the 1954 midterm review for Pe rmi- C-80-005. The soil
balance rs completed to ensure soil is salvaged, stockpiled, and replaced as recommended
and approved in the permit, and, If necessary to readjust the soil salvage and
redistribution thickness. The soil information is also used to update the soil volume
infcrma tion Seneca submitted with the 1994 Annual Reclamation R_po rt ~PWCC, 1595) and
confirm the mean soil replacement thickness fo[ the 1Sfe-of-mine disturbance aria at
Seneca II Mine.
Soil Salvage and Storage. Soil salvage ~disturbance~ areas and soil stockpile sites as of
May 15, 1996 are shcw;~ on Ex hi bi[ 9-3a, Topsoil Balance Plan (Current). The following
technique was used to prepare this exhibit. The soil salvage area and existing soil
stockpiles, as of May 15, 1956, were transferred from the Seneca II Fit Pt ogress and
3eciama Lion Di gitai file to a = 40G' scale existing Contours Map dated October 27, •
1955. This disturban^_e area, provided by the Seneca II engineering staff, was wnfirmed
b'y overl yiry tt,e blzck and white 1" 40 G' scale ortho aerial photo dated October 20,
1995, overlying the Soil Balance Plan, Exhibit 93.3, from the 1993 Annual Reclartia tion
Reoort, and by on-site field chec4:s. No further soil salvage areas are projected or
included in this soil balance since no additional disturbance is necessary a: this time.
F.11 ex_sting soil stockpile locations X12 totals are shown on Exhibit 9-3a. Tc•osoil
stockpile volume information is presented in Table 9-4a-i. Approximately 379.7 acre-feet
of soil was stockpiled as of May 15, 1996.
Soil Red atri button Thickness. The mean soil redistribution thickness is calculated by
cc nna ring the disturbance area that requires soil replacement as of May 15, 1956 with the
soil reserve Currently in stockpiles. The disturbance area requiring topsor_ was
determined .rom the shadetl areas on Exhibit 9-3a. The disturbance area requiring soil
reFlacement as of May 15, 1996 totals 627.2 acres.
As ci Flay 15, i99o, there was 379.7 acre-feet of steekpi]ed soil.
