Rationale for Recommendation for Approval, Over Objections; Regular 112 <br />Construction Materials Application, <br />Moffat County Road Department RIB !: ~~ <br />/Sunbeam Pit #1, File No. M-2002-059 / <br />August 14, 2002 i-~- <br />Introduction <br />On August 14, 2002 the Division of Minerals and Geology ("Division") issued its recommendation for approval, <br />with one condition, of a 112 Construction Materials Application, over objections. This document is intended to <br />provide a basis for [he Division's recommended approval over various concerns and reasons for objection to the <br />Sunbeam Pit #1 application, File No. M-2002-059. <br />The application was found complete and considered filed with the Division on May 31, 2002. The application site is <br />located five (5) miles west of Maybell, on the north side of the Yampa River in Moffat County, Colorado. The <br />property is located in Section 16 of Township 4 North, Range 96 West of the Sixth Principal Meridian. The permit <br />area is located on State of Colorado property and State owned minerals, and is 68.15 acres in size. The mining plan <br />is to excavate the site in three excavation zones. The southern zone, zone 1, will be mined south of the Brannan <br />irrigation ditch, the central zone, zone 2, is located between the irrigation ditch and the Yampa Valley Electric <br />Association power lines, and the north zone, zone 3, north of the power lines. The total disturbed acreage is <br />estimated to be 45 acres. The reclamation plan includes regrading slopes to 4H:1 V, topsoiling with 6 to 12 inches of <br />topsoil and seeding with western wheatgrass, needle-and thread, slender wheat grass, sheep (or hard) fescue and <br />cicer milkve[ch.
