Pursuant to an Operating Agreement <br />dated April 30, 1987, between Raton Creek Associates, Ltd. and EFMC, EFMC is <br />authorized to conduct coal mining activities on the lands shown on Map No. 1, General <br />Area and Property Ownership. <br />There are no known real estate rnnttacts on the property to be mined or the areas to be <br />affected by surface operations and facilities. <br />EFMC is both the applicant for the permit revision application and operator of the mine. <br />EFMC's resident agent who will accept service of process is: <br />Wazd L.
