Long <br />Division Director <br />The Division has received your responses to our Completeness/ <br />Adequacy review for the above referenced Notice of Intent (NOI). <br />The NOI remains incomplete. The following items need to be <br />addressed in order for the NOI to be called complete: <br />1) The Threatened and Endangered Species statements from the <br />US Fish and Wildlife Service and the Colorado Division of <br />Wildlife have been received. The conditions specified by <br />the CDOW will be stipulated in the exploration permit. <br />2) Documentation of Cottonwood Land Company's receipt of a <br />Federal Coal lease is required. You have indicated that <br />this will be forwarded upon receipt. <br />3) Documentation of Cottonwood Land Company's receipt of a <br />Federal Coal Exploration License is required for those <br />drillholes located on Federal Lands. You have indicated <br />that this will be forwarded upon receipt. <br />4) The Division has received copies of the landowner <br />agreements for drillholes FED-17, 21, 22, 27, 28, 29, 30, <br />31, 32, 35, 36, 37, and 46, as well as copies of the <br />notification letters sent to the surface owners for <br />drillholes FED-3, 11, 12, 13, 14, 15, 16, 23, 24, 33, 38, <br />39, 40, 41, 42, 43, and 44. Copies of the certified mail <br />return receipts are required to document delivery of <br />these letters. Also, for the property owned by Hudson, <br />Epps and Temple, why were only Hudson and Epps notified? <br />5) The Division has recalculated the reclamation bond based <br />on only 10 of the drillholes being twinned and has found <br />your estimate of $275,494 to be acceptable. <br />
