Monitorine Reouirements (continued) . ___ ` <br />• Oil and Grease - In the event that an oil sheen or floating oil is observed, a grab sample shall be collected, analyzed, and reported on the <br />appropriate DMR. In addition, corrective action shall be taken immediately to mitigate the dischazge ofoil and grease. A description of <br />the corrective action taken should be included with the DMR <br />Total llissolved Solids (TDS) monitoring is required only for discharges to the Colorado River Basin. See specific facility certification <br />rationale to determine whether TDS monitoring is required. <br />Total phosphoms (as P) monitoring is required for facilities which discharge into the following drainage basins: Cherry Creek basin, <br />Chatfield Reservoir basin (i.e. upstream of the USGS gage at Waterton and on Plum Creek), Dillon Reservoir basin (i.e. Ten Mile Creek, <br />Snake River, Blue River, all tributaries to the Dillon reservoir), and Bear Creek basin. The Division also reserves the right to include <br />phosphorus monitoring for any receiving waters that may later enter into phosphorus monitoring requirements. Ifphosphorus monitoring <br />is a requirement of the permit then it shall be included within the terms and conditions of fire individual Certification Rationale of the <br />permit. Additional monitoring for phosphoms shall be included on the (DMR) and shall be subject to the permit's monitoring and <br />reporting requirements. Phosphoms sampling shall be on a quarterly basis, taken as a grab sample. <br />C. DEFINITIONS OF TERMS <br />I. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures provides <br />measurements. <br />2. "Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or, for pH or DO, <br />instantaneous minimum) value. The instantaneous value is defined as the analytical result ofany individual sample. DMR's shall include <br />the maximum (and/or minimum) of all instantaneous values within the calendaz month. Any instantaneous value beyond the noted daily <br />maximum limitation for the indicated pazameter shall be considered a violation of this permit. <br />3. "Grab" sample, is a single "dip and take" sample so as to be representative of the pazameter being monitored. <br />•a. "1n-sihr" measurement is defined as a single reading, observation or measurement taken in the field at the point of dischazge. <br />5. "b>stantazteous" measurement is a single reading, observation, or measurement performed on site using existing monitoring facilities- <br />6. "New source" is generally defined as a coal mine (or major alteration to a coal mine) the construction of which commenced aRer May 4, <br />1984. Sec 40 CPR 434.11(j) for the complete definition. <br />7. "Quarterly measurement frequency" means samples maybe collected at any time during the calendar quarter if a continual discharge <br />occurs. If the dischazge is intermittent, then samples shall be collected during the period that discharge occurs. <br />8. "Settleable solids analytical procedure" is contained in 40 CFR434.64. The method detection limit for measuring settleable solids under <br />this part shall be 0.4 rnUl. <br />9. "Thirty (30) day average" means the arithmetic mean of all samples collected during athirty-consecutive-day period. The pemilttee shall <br />report the appropriate mean of all self-monitoring sample data collected during [he calendaz month on the Dischazge Monitoring Reports. <br />Samples shall not be used for more titan one reporting period. <br />10. "Total Metals" means the concentration ofinetals determined in an unfiltered sample following vigorous digestion (Section 4.1.3), or the <br />sum of the concentrafions of metals in both the dissolved and suspended fractions, as described in Manual of Methods for Chemical <br />Analysis of Water and Wastes, U.S. Environmental Protection Agency, Mazch 1979, or its equivalent <br />11. "Visual" observation is observing the discharge to check for the presence of a visible sheen or floating oil. <br />12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in <br />25-8-101 et al. <br />Additional relevant definitions are found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et seg., the Colorado Discha~e <br />Permit System Re¢ulations.
