Consulting Engineers <br />Consistency with the Master Plan <br />In accordance with Colorado state law, commercially viable sand and gravel beds must <br />be utilized for the purpose of providing building and construction materials. These land <br />areas do contain viable amounts of resource. <br />The purpose of the proposed reclamation plan is to maintain and develop the riparian <br />corridor as a natural area. <br />Pasture Management Plan <br />Neither the reclamation plan nor mining plan intends for livestock to be allowed on site. <br />Currently, livestock do graze on Reichert's property in the area to be mined during Phase <br />1. Some barbed-wire and high deer fencing exist on Reichert's property along the Big <br />Thompson corridor. This existing fencing would not be removed or disturbed. <br />Since no new livestock will be introduced as a result of the proposed mining activities or <br />reclamation plan, any issues of livestock control should be addressed to the landowner, <br />not the applicant. The applicant is not responsible for actions the owner may take once <br />the lease to extract sand and gravel has expired. <br />U. S. Army Corps of Engineers Permitting <br />Afield review of the project area was conducted by Mr. Terry McKee of the U. S. Army <br />Corps of Engineers on December 14, 1999. The purpose of this review was to evaluate the <br />wetland delineation completed for the project area by Cedar Creek Associates, Inc. A <br />follow-up letter, dated December 22, 1999 was prepared by Mr. Timothy Carey of the U. S. <br />Army Corps of Engineers and sent to Mr. Sean Wheeler of the Planning Division and to <br />Western Mobile Northern, Inc. This letter is included with the permit application. Mr. <br />Carey indicated, based on Mr. McKee's field review, that the wetland delineation <br />completed by Cedar Creek was accurate and that no wetlands considered to be Waters of <br />the U. S. occur landward of the Big Thompson River. Since all project disturbances are <br />proposed to occur landward of the river, a U. S. Army Corps of Engineers permit is not <br />required for this project. <br />
