~~ <br />Loveland Pi[ <br />2/11/00 <br />TST, INC, Consulting Engineers <br />Project Description <br />Overview <br />Western Mobile Northern, Inc., doing business as Lafarge Corporation, intends to <br />develop sand and gravel resources located east and west of St. Louis Avenue, north of <br />State Highway 402, along the north bank of the Big Thompson River (see Exhibit C, <br />Existing Conditions). This is to be accomplished by dry, open pit mining. The surface <br />lands to be mined are contained within four parcels of land. The three parcels west of St. <br />Louis Avenue are owned by Flatirons Companies. The parcel east of St. Louis Avenue is <br />owned by Robert and Peggy Reichert. After the 15-year expected life of the mining <br />operation, the pit on the Reichert property will be reclaimed as lowland wildlife habitat. <br />The pit on the Flatirons property will, by and large, be reclaimed as an open water pond <br />and the remaining affected area will be reclaimed as open space and lowland wildlife <br />habitat. <br />Western Mobile is currently operating a gravel pit adjacent to the northern boundary of <br />Reichert's property known as the Brose Pit. A ready-mix concrete batch plant, owned by <br />Western Mobile Northern (Lafarge) is operating on the west side of St. Louis Avenue on <br />Flatirons' parcel. This operation has been in place since at least 1975. In addition, public <br />sales of stockpiled sand and gravel are currently transacted from the batch plant. <br />Trucks carry sand and gravel across St. Louis Avenue from the Brose Pit to the stockpiles <br />located by the batch plant. The same traffic pattern, number of vehicles, and access <br />points (access points 1 and 3, shown on Traffic Routes Sketch Plan) will be used while <br />mining the Reichert property, stockpiling sand and gravel in the same manner as the <br />existing condition. Concrete mixer trucks (6 and ] 0 yard capacity), employees, and <br />private consumers enter and leave the batch plant area through a separate location south <br />of the Brose Pit access (access point 2). The proposed operation will not change traffic <br />patterns, number of vehicles or access locations until Phase 3 of the mining (see <br />Preliminary Site Plan). At that time, the batch plant will be removed. After the batch <br />plant is removed, an asphalt plant may be placed to the west of the Flatirons' pit, offset <br />some distance from St. Louis Avenue. Public sales will continue to be transacted, and the <br />volume of truck traffic and access points is not expected to change from existing <br />conditions. <br />Normal hours of operation are lam to 7pm Monday through Friday, with occasional work <br />on Saturdays, lam-2pm. <br />For a more detailed project description, refer to the DMG 1 ]2 Regular Use permit <br />application attached to this document. <br />Zoning <br />The Reichert property is zoned Farming, FA. The Flatiron property is zoned Industrial, I. <br />Both these designations allow sand and gravel mining subject to approval by Special <br />Review. <br />
