infiltration and reduce surface runoff. Such activities will <br />be conducted parallel to the topographic contour. The micro- <br />relief so produced increases soil/water availability in the small <br />depressions, creates shaded areas, and reduces wind action in <br />the depressions. These are all critical to seed germination <br />and seedling establishment. <br />If required, various conditioners and neutralizers may be used <br />to modify the seedbed conditions, enhance vegetative growth, <br />and ensure successful establishment of a vegetative cover. The <br />possible ameliorative soil treatments proposed include mulching <br />and/or fertilizing with an appropriate formula as indicated by <br />soil analysis. <br />SEEDING AND MULCHING TECHNIQUES <br />• Prepared seedbed surfaces will be planted during the first normal <br />period for favorable planting either in early spring or late fall <br />as the areas become available. A number of considerations were <br />made in selecting plant species to be seeded. These include the <br />native species listed in Exhibit J, the geographical range of the <br />species, soils, aspect, and season of growth. In addition, the <br />research results discussed in the section entitled Processed <br />Shale Reclamation Research were used to determine those species <br />best suited for establishment on the processed shale embankment. <br />Plants that provide. a quick, permanent and protective cover were <br />given priority. It was decided that the principal components of <br />the planting mixtures will be grasses since they. are usually the <br />most effective plant materials for controlling erosion in the <br />early stages of reclamation. Shrub seedlings and some legumes <br />will also be planted upon the new surfaces. The shrubs will <br />create a protective canopy and will help build up the surface <br />organic litter which will help control erosion and surface runoff. <br />Nitrogen-fixing legumes will increase soil fertility on disposal <br />E-31 <br />
