The <br />water holding capacity of the processed shale to a rooting depth <br />of 24 inches was exceeded only during February and March. That <br />water surplus equaled 0.85 inches. Thus, only 0.85 inches would <br />be available for surface runoff and deep percolation (Wymore <br />1973). <br />A study by Metcalf and Eddy (1975) estimated that the penetration <br />of rain and snowmelt water into the TOSCO II processed shale <br />disposal pile would be limited to a maximum of 2.75 feet below <br />the surface in an average precipitation year if the moisture <br />content of the top three feet of the pile averages 13 percent. <br />When snowfall is twice the average amount, the maximum penetration <br />would be 5.5 feet. Thus, moisture movement in the embankment <br />would be limited to its edges where shale depths are less than <br />three to five feet. <br />SUMMARY <br />Throughout Colony's reclamation research an effort has been made <br />to identify and solve all problems related to successful establishment <br />. of a self-sustaining vegetation cover.
