III IIIIIIIIIIIII III
999
EXHIBIT E
RECLAMATION
STATEMENT OF PURPOSE
The overall reclamation goal is to return the disturbed lands .
at all three Colony permit sites to a productive and useful status.
Short-term reclamation objectives are to control erosion on newly
disturbed surfaces, and in the long-term to build and maintain
a stable biotic community. It is recognized that many alternatives
exist for restoring the disturbed acreage. Some of these potential
uses include rangeland, hayland or pasture, forestland, wildlife
habitat, recreation lands or residential, and light industrial
use. Colony proposes to return disturbed lands on the Dow property
to a livestock grazing and wildlife habitat use. The two Grand
~ Valley facility sites will be returned to pastureland or converted
~. to another use, such as light industrial or commercial, whichever
is more appropriate at that time.
In selecting the range/wildlife habitat alternative for the Dow
property, Colony was influenced primarily by the existing land
use and that blending a substantially different land use into
the landscape would be a major problem. Colony also considered
energy input in terms of time, money and actual energy use.
Alternative uses such as agriculture, forestry, residential and
industrial would require substantially more initial and long-
term maintenance energy input than rangeland or wildlife uses.
Reclamation activities on the Dow property will establish a perma-
nent vegetative cover of the same seasonal variety native to the
area and capable of self-regeneration and plant succession equal
in cover to the natural vegetation in the area.
