III IIIIIIIIIIIII III <br />999 <br />EXHIBIT E <br />RECLAMATION <br />STATEMENT OF PURPOSE <br />The overall reclamation goal is to return the disturbed lands . <br />at all three Colony permit sites to a productive and useful status. <br />Short-term reclamation objectives are to control erosion on newly <br />disturbed surfaces, and in the long-term to build and maintain <br />a stable biotic community. It is recognized that many alternatives <br />exist for restoring the disturbed acreage. Some of these potential <br />uses include rangeland, hayland or pasture, forestland, wildlife <br />habitat, recreation lands or residential, and light industrial <br />use. Colony proposes to return disturbed lands on the Dow property <br />to a livestock grazing and wildlife habitat use. The two Grand <br />~ Valley facility sites will be returned to pastureland or converted <br />~. to another use, such as light industrial or commercial, whichever <br />is more appropriate at that time. <br />In selecting the range/wildlife habitat alternative for the Dow <br />property, Colony was influenced primarily by the existing land <br />use and that blending a substantially different land use into <br />the landscape would be a major problem. Colony also considered <br />energy input in terms of time, money and actual energy use. <br />Alternative uses such as agriculture, forestry, residential and <br />industrial would require substantially more initial and long- <br />term maintenance energy input than rangeland or wildlife uses. <br />Reclamation activities on the Dow property will establish a perma- <br />nent vegetative cover of the same seasonal variety native to the <br />area and capable of self-regeneration and plant succession equal <br />in cover to the natural vegetation in the area.
