Section E16.^1 (d) Continued. <br />• Permanent Diversion Structures. The features of the fill design <br />are shown in Exhibit 9, Excess Spoil. As specifically provided in <br />Sections 816.111 and 816.113, all disturbed areas will be vegetated <br />as soon as construction is completed in order to stabilize the soil <br />surface. <br />(e) The disposal areas shall be located on the most moderately sloping <br />and naturally stable areas available as approved by the regulatory <br />authority. If such placement provides additional stability and prevents <br />mass movement, fill materials suitable for disposal shall be placed upon <br />or above a natural terrace, bench, or berm. <br />The sites selected for the disposal of the excess spoil have been <br />chosen with the intention of maximizing coal recovery and minimi- <br />zing the amount of disturbed area. The sites represent the most <br />stable and moderately sloping areas available for disposal and were <br />• chosen in order to avoid affecting additional drainage areas. This <br />selection for the excess spoil disposal sites minimizes the total <br />affected acreage by avoiding the disturbance of otherwise undis- <br />turbed drainage basins. The use of terraces, benches, or berms is <br />outlined in Exhibit 9, Excess Spoil. <br />(f) The spoil shall be hauled or conveyed and placed in horizontal <br />lifts in a controlled manner, concurrently compacted as necessary to <br />ensu^e mass stability and prevent mass movement, covered, and graded to <br />allow surface and subsurface drainage to be compatible with the natural <br />surroundings and ensure a long-term static safety .`actor of 1.5. <br />The excess spoil to be placed in disposal structures will be <br />executed from the boxcuts using the Piarion 204 Shovel so that <br />proper spoil disposal can be achieved. The shovel will load <br /> <br />rear end dump trucks which will haul the spoil to one of the two <br />disposal sites. The trucks will dump the spoil to form horizontal <br />816-90 <br />
