Section 816.64 (a) Continued. • 1 (2) Copies of the schedule shall be distributed by mail to local govern- ments and public utilities and by mail or delivered to each residence within one-half mile of the permit area described in the schedule. For the purposes of this Section, the permit area does not include haul or access roads, coal preparation and loading facilities, and transporta- tion facilities between coal excavation areas and coal preparation or loading facilities, if blasting is not conducted in these areas. Copies sent to residences shall be accompanied by information advising the owner or resident how to request a pre-blasting survey. (3) The person who conducts the surface mining activities shall re- publish and redistribute the schedule by mail at least every 12 months. The blasting program at Energy Fuels will involve the detonation of more than 5 lbs. of explosives or blasting agent in all blasts. • Energy Fuels will publish a blasting schedule in the Steamboat Pilot newspaper, which is published in Steamboat Springs, Colorado. Such publication will be made prior to beginning any blasting program in the permit area after October 13, 1979 which will involve blasts that use more than 5 lbs. of explosive or blasting agent. This blasting schedule is similar to the one that is set forth in Figure 27, Proof of Publication of Blasting Schedule, In addition, Energy Fuels has previously published a blasting schedule in the Steamboat Pilot, pursuant to the requirements of the Interim Regulatory Program, 30 CFR Section 715.19 (c) with respect to Energy Fuels' existing operations.
