2. SURROUNDING LAND USE <br />Surrounding land uses aze considered to be "low" and "high" intensity. The dominant land use in <br />the area surrounding the subject property is industrial in nature consisting of an abandoned petro- <br />leum refinery. Recently, storage tanks and other facilities on the site are being leased and aze being <br />used. Low intensity land uses consist of land owned by the Colorado Division of Parks and Outdoor <br />Recreation located adjacent to the southerly permit boundary. This land was donated to the Divi- <br />sion of Parks by Fruita Marketing and Management, Inc. <br />3. MINING PLAN <br />On a permit area of 69.27 acres, overburden will be stripped and stockpiled to allow gravel excava- <br />tion over an area of approximately 39.7 acres. This will be done in 3 phases. The overburden is ap- <br />proximately 0-6 feet thick and the gravel deposit to be mined is 18-21 feet thick. The bottom of the <br />gravel is assumed to be relatively constant through the permit area at an elevation of 4438'. The top <br />of the gravel is assumed to be 4457'. The existing surface ranges from 4456' to 4463'. The operation <br />will include mining below the water table, gravel screening, crushing, washing, and asphalt produc- <br />tion. Map C-2 depicts the proposed permit boundary, mining areas, site features, and the location <br />of other items ancillary to the operation. <br />The staging area will receive a minimum of 2.8 feet of clean overburden prior to bringing in any <br />equipment since its existing surface material may have some petroleum contamination as well as a <br />potential storage azea of asbestos. See Exhibit C-1. This overburden will be obtained from stripping <br />for the sediment pond and the portions of the Phase 1 & 2 mining azeas that contain clean overbur- <br />den. The mining azeas have also been selected to be outside a 200' perimeter from the potential as- <br />bestos dump azea. The clean overburden will be permanently placed in the staging area to provide a <br />safe working azea that can also be later used as an industrial site. <br />Gilsonite Pit 9103 <br />
