This also benefits the <br />County as well as the local residents in the Fruita azea. <br />Since the material handling and water issues on the site will be extensively monitored (See Waste <br />Management Contingency Plan in Appendix D), the threat of contamination problems arising from <br />excavation of the site aze minimal. <br />Although the total sand/gravel and asphalt annual production rate is given as maximum of 400,000 <br />tons per year, most yeazs will see much less activity. The higher rate is needed to handle occasional <br />big jobs such as a large Interstate repaving project, etc., which is in the interest of the County. As <br />described in the above mining plan, the hydrologic system will contain all runoff so that no sedi- <br />mentwill leave the site and cloud any downstream waters. The Gilsonite Pit will be reclaimed to <br />part wildlife habitat and part industrial use. Elam will work closely with Division of Wildlife, the <br />County, the landowners and the DMG to ensure that the reclamation plan is the best possible for <br />achieving the post-mining land use. New wetlands will be created as part of the mining and recla- <br />mation of this site. Portable sanitation facilities will be provided to all workers at the minesite. The <br />waste will be taken off site for treatment in an approved facility. There will be no leach fields or <br />other means of sewage disposal. There will be no new demands on Mesa County services from the <br />additional extraction areas. All trucks leaving the site will be covered and will not be allowed to <br />track mud on Highway 50. Trucks may supply mazket demands in any drrection once they enter <br />Highway 50. <br />As part of a joint traffic study with the County and United Companies, the truck traffic entering and <br />leaving 15 Road from Highway 50 will utilize aceUdecel lanes that have recently been designed and <br />approved for construction. United's 15 Road pit will utilize the same entrance/exit to Highway 50. <br />Mesa County has already reviewed and approved the operation plan for this pit. All land for the pit <br />was zoned industrial prior to this application. <br />Gilsonite Pit 9/03 25 <br />
