_ 4.08.3 Public Notice of Blasting Schedule <br />4.08.3(1)(a) Wyoming Fuel Company will publish and distribute <br />to all appropriate individuals a blasting schedule <br />at least 10 days but not more than 20 days prior <br />to commencement of the blasting program. <br />4.08.3(3) Wyoming Fuel Company will publish and distribute a <br />revised blasting schedule if deviations from the <br />original schedule occur. <br />4.08.4 Surface Blasting Requirements <br />4.08.4(1) Blasting will be limited to the hours between sunrise <br />and sunset unless emergency or safety conditions <br />require blasting at other times. <br />4.08.4(6)(a) The nearest inhabited structure is the office of <br />the Kerr Coal Company 2~ miles to the North. <br />Wyoming Fuel Company intends to comply with the <br />regulations and there is no reason to expect air <br />blasts to exceed the limitations specified. All <br />blasting of sufficient magnitude to create air blast <br />is done in the confines of the pit. The vertical <br />geometry of the pit will direct any air blasts <br />skyward. If problems with air blast develop, <br />Wyoming Fuel Company will implement a monitoring <br />• program in cooperation with the regulatory authorit} <br />4.08.5.5 Blasting Records <br />WFC will modify the blasting records to include the <br />maximum number of holes detonated within an 8 millisec <br />delay. See accompanying form Figure 5, revised from <br />original application. <br />4.09 Disposal of Excess Spoil and Underground Development Waste' <br />4.09.1 General Requirement <br />4.09.1(7) WFC's assumed spoil pile cohesion is not as conservative <br />as that utilized by Kerr; however, our assumed angle of <br />internal friction is more conservative. Unfortunately, <br />cohesion is a very sensitive variable in the Coates' <br />stability analysis, since a difference of 400 psf (our <br />500 psf vs. Kerr's 100 psf, or a difference of 2.8 <br />psi in cohesion) results in loss of safety factor <br />from 1.6 to .5. Compounding the problem is the fact <br />that cohesion is a very difficult property to measure, <br />requiring multiple laboratory tests to achieve a <br />statistically representative result which may or may <br />not reflect actual in situ conditions. <br />Rather than expend time and money on such tests, <br />Wyoming Fuel Company believes that, since our.overburde~ <br />stockpile is temporary, its stability has been adequate] <br />
