Mine Reclamation Permit Request:GCC Rio Grande,lnc. <br />Date: April 21,2002 <br />From: Wayne Smyer <br />To; Anthony J Waldron Environmental Protection Specialist, Div Minerals & <br />Geiology,Dept Natural Resources,Rm;215,1313Sberman BIvd,Denver,CO 50203 <br />The GCC Rio Grande,Inc is reeuesting a reclamation permit from the Division Of Minerals <br />Geology,Dept. Of Natural Resources. This would allow them to begin open pit mining of the San Carlos <br />DOW Wildlife Area (approx;5,400 acres) abounding the St. Charles River. A number of local groups and <br />individuals have requested a public hearing on this matter . It is required that the public heaving be held in <br />Pueblo County, in the afternoen and evenimg ,ss this is the area and population that will be most effected by <br />the proposed open pit mine. A review of the Rio Grande Inc. reclamation permit ,which is filed at the Pueblo <br />CountyCourthouse ,raises many unanswered euestions-about the proposed reclamation plan.. <br />EXAbIl'LES <br />1. The plan does not provide sufficient information on effects of the surface and ground water outage and <br />comaminatiort <br />2.The plan fails to demonstrate the historic and archaeological perservation and protection of the state public <br />lands. No appropriate site review was done. <br />3.The mining of the St Charles river area should have triggered the requirements of the Endangered Species <br />Act (ESA & ESA #7 ). Na ad~uate biological assessment was done. <br />4. The plan fails to provide an adequate analysis of the potential effects of the air pollution on the public <br />heath and environment, <br />S.The plan.fails to provide adequate performance bonding and sufficient road maintenance obligations. <br />F. The plan-fails to assure compliance wkh State and Federal Water thrality Corrtrol Acts. <br />1.Lacal zoning requirements appear to have been perverted to atiow an open pit mine in this prime <br />ai3iculture area. <br />As a Inng term resident of.
