Figure 14-1 Notes <br />• Note 1: Keep road to CRDA-1 open to accept coal and refuse material from other <br />ongoing reclamation activities. This road is within the coal mine waste <br />disposal area therefore it is not a DMG regulated road. The road begins <br />at the west end of Haul Road No. 5 and extends to the top of CRDA-1. <br />Note 2: The reclamation of the suspension bridge will be delayed so the Operator <br />has time to maximize the commercial value of the bridge. This bridge is a <br />valuable corridor across the Colorado River. Transfer #2 is considered to <br />be an integral part of the suspension bridge. The sewer line from the <br />office shop complex currently goes through the bridge. Commercial <br />options include the use of the bridge to support a potable water line and a <br />compressed gas line. A major water company has expressed an interest <br />in installing a pumping plant on the west bank of the river and using the <br />suspension bridge to support a pipeline to its treatment plant east of the <br />river. The compressed gas would originate from a co-generation plant <br />located west of the river and would be used to push methane from the <br />South Portal. Reclamation of this structure would need to occur during <br />low river flow so the schedule was extended into the fourth quarter of <br />2003. <br />Note 3: The culvert under the Excel Energy road will not be reclaimed. The road, <br />• with the culvert in place, provides a favorable haul route for trucks <br />delivering coal to Excel's power plant. <br />Note 4: The reclamation of the office complex, shop, warehouse and Substation A <br />at the portal level and the guard shack, shop, training building and lab <br />buildings at the lower level will be delayed so the operator has time to <br />maximize the commercial value of the structures and associated land. <br />These buildings and land will be valuable assets to a company that needs <br />office warehouse and shop buildings and ready access to the interstate. <br />Companies that specialize in trucking, manufacturing, warehousing and <br />supply will likely be interested in acquiring the property and structures. <br />The property may be split between the lower level and portal level to make <br />it attractive to more than one company. There has been unsolicited <br />interest in the facility from an oil field supply company. Additionally, the <br />buildings may be used by the company that is successful in acquiring the <br />rights to mine the operator's valuable sand and gravel reserves. <br />Note 5: The top of the Roadside Refuse pile Wjll be left open until the commercial <br />value determination explained in Note~lhas been completed. The top of <br />the refuse pile is currently a material storage area and it could function the <br />same for a company that acquired the office shop complex. <br />• <br />Figure 14-1 Page 10/10 <br />
