Management, LLC/Flag Creek <br />9uarry - Rio Blanco County, Colorado <br />Following are our comments after reviewing the 112 Permit <br />Application submitted by Coleman, Jouflas & Williams for the Flag <br />Creek Buarry: <br />1. Erosion and sediment control, generally have been addressed. <br />Additional measures may be warranted in the staging area, roads, <br />and at the base of the slides. As discussed in the mining plan, <br />bedrock may be left exposed after mining, resulting in increased <br />volumes and velocities of runoff water from the steep slopes <br />potentially causing accelerated erosion below the slides. <br />Maintenance and cleaning of the two stock ponds identified for <br />sediment retention may be necessary occasionally. Transportation <br />of sediment into Flag Creek needs be controlled. <br />2. The staging area, if it is not to be utilized within one year <br />after the mining is terminated ,. should be revegetated to protect <br />the site from erosion and weed invasion. <br />3. All areas to be revegetated must be tilled to loosen compacted <br />soils and then firmed, prior to planting, preferably with a <br />drill. Livestock grazing in the areas which are to be <br />revegetated, should be defierred for probably two years, to insure <br />an adequate establishment of vegetative ground cover. <br />4. A weed management plan must be developed to address invasion <br />and establishment of weeds on areas disturbed during mining and <br />post mining. The upper Flag Creek watershed has a known presence <br />of musk thistle and Canada thistle, and potentially other county <br />identified noxious weed species.
