(HGTI) currently operates the Hayden Gulch Mine on lands owned by <br />HGTI in Sections 30 and 31, Township 5 North, Range 88 West, Routt County, Colorado. The <br />Hayden Gulch Mine, an inactive surface coal mine that has undergone reclamation and closure, <br />operates under a Colorado Division of Minerals and Geology (CDMG) Mine and Reclamation <br />Permit, Permit C-80-003. As part of the final reclamation plan, HGTI would like to retain several, <br />existing, 8-foot wildlife-proof fences as permanent postmining features on the property. The fences <br />are needed to preserve wildlife habitat, one of the approved postmining land uses. <br />Three shrub augmentation parcels were established in 1996 as part of Technical Revision No., 62 <br />(TR-62) to enhance the wildlife habitat characteristics of the reclaimed mine area. The three shrub <br />augmentation parcels, Parcel E, Parcel HG-8 and Parcel 003, are shown on the accompanying <br />drawing (Drawing G-1, Permanent Postmine Features}. To protect the shrubs planted within the <br />augmentation parcels, 8-foot high, wildlife-proof woven wire fences were installed around the <br />perimeter of the augmentation parcels. <br />The shrub augmentation areas provide needed habitat diversity at the mine site and are used by <br />game and non-game avian species (i.e., sharp-tail gouse, waterfowl, song birds, etc.) to forage and <br />for cover and nesting activities. To protect the established shrubs in the augmentation parcels from <br />elk, deer and antelope browse pressure, and assure shrub survival, HGTI will leave the wildlife- <br />prooffences in place as permanent postmine features following final bond release. <br />HGTI has submitted a minor revision (MR) application to with the CDMG to modify the <br />reclamation plan and include the wildlife-proof fencing as permanent postmine features.
