Timothy M. Scanlon
TMS Consulting
46125 County Road T.
P.O. Box 53
Saguache, Colorado 81149
(719) 655-2709
E mail: Scanlon@amigo.net
June 14, 2007
Board of Supervisors
Colorado First Conservation District
35G Ranney Street
Craig, Colorado 81625
RE: Proposed Sheehan Pit Project -Special Use Permit and DRM&S 110 Permit Applicarion
for J. & D Sand and Gravel, I mile south of Slater, Moffat County, Colorado -(The site is
located on an 8.14 ace in the NE/4 of Section 21, T12N, R89W; map attached).
Dear Board of Supervisors:
J. & S. Sand and Gravel is applying for a DMR&S Lirnited Impact 110 Permit and a Moffat County
Special Use Petmit for an 8.14 acre site (a copy of the 110 Application Fotm and Notice is enclosed
as requited). d smaller 3 acre pit has/had operated since 1994 at the same site. The applicant and
landowner wish to notify the SCD as to the nature of the project and request that the SCD provide
comments, and or seed-mix, if deemed necessary, as to any special reclamation concerns the SCD may
have.
The site is basically a large sandstone outcrop and most of the production at the site will be for rip-
rap and boulder/rock type material. ,ill areas are currently classified as rangeland and all disturbed areas
will be reclaimed to rangeland. There is very limited vegetation, mostly baze exposed rock a[ the surface.
I have discussed the pazticulars of the pit project with Mr. Charles Peacock at your office and visited
both your office and the site earlier this month as well. The SCD did not provide any reclamation
recommendation for the previous operators operation at the 3 acre site as the entire site is a high angle
sandstone outcrop with little to no surface soil, much ]ess topsoil.
<1 sabsequent inspection by the Division of Reclamation, Rfittv~g & Safety (DART&S -formerly
DMG) of dre previous 3 acre site, provided a seed mix and other reclamation recommendations which
were used for reclamation by the previous operator d copy of the DRMSrS Inspectors Report and
reclamation recommendalions are attached. ~s I have discussed with blr. Peacock the same DRM&S
reclamation recommendations and seed mix will be used for reclamation m this permit application.
Tlils will be a small operation similar to the previous one on the same site. Operations at the site will
be approximately 20 days per year Generally site activities will be contained to the previously disturbed 3
acre area initially plus some rock scaling from above previous mined areas and along the eastside of the
