(Page 21 <br />MINE ID f OR PROSPECTING ID / M-94-022 <br />INSPfiCTION DATE 5-12-94 INSPECTOR'S INITIALS ACS <br />OBSERVATIONS <br />This was a pre-operational inspection conducted primarily to verify the soils and vegetation <br />information provided in the application, and to clarify the logistics of the mine plan. <br />The material to be excavated is in an approximately 20 to 30 foot high topographic knob <br />protruding from a eandatone outcrop. The sandstone is a cliff former, and the cliffs and <br />talus elopes extend high above the azea to be mined. The material to be mined initially ie <br />a colluvium derived from the sandstone, and contains many sandstone blocks. Fractured <br />eandatone bedrock will probably be encountered at acme depth into Che knob, the operator will <br />bleat ae necessary to excavate the material. <br />There ie a good cover of grasses and shrubs on the level area on top o£ Che knob, and Fair <br />vegetative cover on the elopes. Species observed included Sage, Indian Rice Grass, and <br />several wheat grasses (Bearded Bluebunch, Griffith•s). The surface soils at this location <br />are too rocky and thin to justify salvaging for reclamation, however, crusher fines and <br />unconsolidated earth exposed in raining wlll provide a useful plant growth medium. The <br />Division will require revegetation of the disturbed area (no revegetation had been proposed <br />by the applicant). The Division recommends the following seed mix: <br />Sceciea <br />8luebunch wheatgraea <br />Western wheatgraea <br />Greeted wheatgraea <br />Indies Ricegraes <br />lbs. of Pure Live <br />seed cer acre <br />5.0 <br />2.9 <br />2.0 <br />1.0 <br />These rates are for drill seeding and must be doubled if the seed is broadcast. Clean straw <br />mulch is to be applied at a rate of 2 tons per acre and crimped into the soil or secured with <br />netting. If the operator elects to use a different seed mix at the time of reclamation, the <br />alternate mix must first be.approved by the Division. <br />At the start of the operation, there will be limited level ground available between the knob <br />to ba mined and the county road_ Also, the road Se not appreciably built up above the <br />surrounding ground surface, so will not effectively serve ae a dike between operations and <br />Slater Creek. For these reasons, the operator will have to take care to avoid siltation or <br />other disturbance of the creek. The Division will require that a ditch be excavated along <br />the west aide of the road to route run-ofE from the disturbed area to the sediment control <br />structures described in the application (alternatively, the road could be built up eo that <br />it would serve ae a dike, as indicated in the application). <br />All final elopes developed in soil or uncronaolidated material must be graded no steeper than <br />2H:1V. Slopes developed in competent bedrock may be steeper but should blend with the <br />natural terrain, and moat be stable. All level areas and graded elopes must be revegetated. <br />The Division will provide a conditional approval letter, with a list of at ipulat ions, under <br />eegarate cover.
